Under the USMCA agreement, goods from Canada or Mexico remain eligible to enter the U.S. market under preferential terms. However, goods from Canada or Mexico that do not qualify as originating under USMCA are currently subject to additional ad valorem duties of 25 percent. The ad valorem rate of duty on articles imported from Canada or Mexico shall not be applied in addition to the ad valorem rate of duty. The rates of duty specified in this order will apply only to the non-U.S. content of a subject article, provided at least 20 percent of the value of the subject article is U.S. originating.
