On October 14, 2024, the Revenue Agency of Mexico (SAT) and Customs issued regulatory changes impacting the clearance of low-value shipments process as informal entries (below USD 2,500) by Express Air Carriers like DHL Express. A grace period was implemented for staggered enforcement which ended on January 1, 2025.
The regulatory change is happening because the Mexican revenue and Customs authorities seek to enhance the enforcement of the Low-Value informal entry of shipments allowing only goods to be imported for personal use as opposed to having a commercial purpose of being resold in Mexico. Further on December 30, 2024, the Revenue Agency of Mexico (SAT) issued new regulatory changes impacting Low-Value shipments clearance process by Air Express companies that involve these key components:
- Abolition of the De Minimis value threshold of USD 50.00 except for shipments coming from Canada and the United States of America (USMCA)
- Establishment of global tax rate of 19% for all shipments valued up to USD 2,500
- New importer/consignee Customs registration requirement for shipments valued over USD 1,000
- Elimination of simplified procedure for formal entry shipments valued at USD 2,500 up to USD 5,000
What Does This Mean For You?
- Beginning immediately shippers must provide the tax ID number of the importer/consignee in Mexico at the time of shipment creation. This can be easily done in PSCSHIP
- New importer/consignee customs registration requirement for shipments valued over USD 1,000
