The U.S. Department of Commerce Bureau of Industry and Security (BIS) has ordered that beginning June 29, 2020, all shipments exported, re-exported or in-country transfer to China, Russia or Venezuela have the ECCN (Export Control Classification Number) listed for each line item on the customs invoice (Commercial or Proforma). In addition, any line item that does not fall under the general classification number or EAR99 must have an EEI filing regardless of value. In accordance with the new regulation, DHL Express is requiring that shipments being exported to these three countries have the ECCN listed on the customs invoices for each line item and appropriate EEI Filings. PSCSHIP has been modified to require the ECCN number on the customs invoice by line item when shipping to these three countries. It is your responsibility to comply with the regulations and know how your commodities are classified by the Commercial Control List (CCL) in the EAR (Export Administration Regulations).
